Σε µια συννεφογειτονιά ζει µε τη µαµά του και την αδελφούλα του, τη Φούλα Φούλα Συννεφούλα, ένα σκανταλιάρικο συννεφουλίνι που του αρέσει να κάνει αταξίες. Η µαµά του του ζητάει να της υποσχεθεί ότι θα είναι φρόνιµο. Το συννεφουλίνι το υπόσχεται, αλλά συνεχίζει να κάνει τη µία αταξία µετά την άλλη. Όταν η µαµά το µαθαίνει, για να το τιµωρήσει αποφασίζει να µην το πηγαίνει τις Κυριακές να κάνει τσουλήθρα στο ουράνιο τόξο, ούτε να το αφήνει να παίζει κυνηγητό µε τα άλλα συννεφάκια. Αλλά η χειρότερη τιµωρία του είναι άλλη, µια τιµωρία τόσο δυσβάσταχτη που δεν µπορεί να την αντέξει. Τότε είναι που το συννεφουλίνι παίρνει την απόφαση να φύγει κρυφά από τη συννεφογειτονιά για να βρει έναν τρόπο να κερδίσει πάλι την αγάπη της µαµάς του.
